My mother told me about an article in the Gazet van Antwerpen that mentioned this. Not being very good at reading Flemish I went searching for other sources...
Terrorist organizations also have joined the nuclear procurement game, though perhaps not on a sustained level. A 1998 U.S. federal indictment charges that Osama bin Laden and his associates have tried to buy bomb-making components "at various times" since 1992.

OK, this glosses over a lot of stuff and is by no means the whole picture, but it isn't really intended to be. This is a very simplified, not-to-scale, timeline intended to show some of the complexity and historical context for what is going on at the moment. This is all straight out of my head and I didn't verify anything, so forgive me if I have made a mistake or two.
