Elaine's unusally extreme inebriation for the amount she drank, the unusual and sudden way she passed out when we got home, and her subsequent very unusual illness the next day match up with this. Sandi suspected this might be the case and now I am convinced.

Of course there is no way to tell who did it, but there is something I can do about it...

NAFTA Panel Orders U.S. to Correct Flawed Anti-Dumping Determination
July 17, 2003

International Trade Minister Pierre Pettigrew welcomed today's NAFTA panel decision, which states that the United States' application of anti-dumping duties on Canadian softwood lumber was inconsistent with U.S. domestic law. The NAFTA panel has ordered the U.S. Department of Commerce to issue a new determination within 60 days.

"The panel told the U.S. to correct its flawed determination," said Minister Pettigrew. "Canada will continue to pursue all avenues to defend its softwood lumber industry, including its other WTO and NAFTA challenges."

The NAFTA anti-dumping challenge has been led by the Canadian softwood lumber industry and deals with company-specific issues, including pricing practices.

In May 2002, the United States imposed both a countervailing duty and an anti-dumping duty on Canada's softwood lumber exports. Canada is currently fighting both through the World Trade Organization (WTO) and NAFTA. On May 27, 2003, Minister Pettigrew welcomed the news that a WTO panel's interim decision supported Canada's claim that Canadian provincial stumpage programs are not subsidies. A final decision in that case is expected to be released on July 22, 2003. The results of other legal challenges are expected later this summer and fall. The Government of Canada is working closely with the provinces and industry on these challenges.

Right now I am feeling a very odd wiggly sort of motion. It's been going on too long to be a truck or something passing by. I think there may be a low-magnitude rumbly-sort of Earthquake going on...?

Tomorrow will be exactly nine months since the fire, things are still a long way from normal in the building.

The hall in on our floor. The ceilings are finally done and they have begun to paint. The walls were primed today.

I got onto the roof! This is the burnt corner of the building. You can still see the scorching on the brick above the window of the room where the fire started. The black raised square to the right is the new cap on the old light-well. It's done quite differently than the older caps

A touch of the building's former glory. This is the banister for the stairs between the fourth floor and the roof. Having seen old pictures of the building where there is clearly a railing around the roof and looking at the quality of this banister it's pretty clear that at some point, decades ago, there must have been a roof-top deck. Back when the building was a hotel it was the highest thing around for some distance and would have had a spectacular view.

And this last one is to give an idea of how much more there is to go. This is the stairwell. It has only just been drywalled. Come the 1st Anniversary of the fire they might be done.
