If you answered, "Washing the street," you are wrong.

Then there is this guy with the hose. He's doing the same thing as the truck.

They are ensuring the street in the background of this rain scene (note the "rain" spraying out of the nozzles hanging from the crane) looks wet and rained on. Nothing like having unusually sunny weather on the day you scheduled to shoot the "rain scene". Someone, somewhere, woke up this morning, looked out the window and said, "Aw, crap! It's a nice day."
