The first one is simply cropped. The second had a radial blur applied to enhance the blur of the train and the foreground figure that was already there. And, yeah, the third is the dry brush filter and the saturation has been increaced somewhat to make the colours sweeter.

If you like the dry brush filter, you should try the buzz filter from Segmentis. You can download a trial version from their site. Most of the filters in the buzzpack are hokey but the simplify and find edges filters are great. make sure that you use seperate layers to do the effects on. The simplify filter reduces the number of shades in a hue and gets rid of a lot of detail like the dry brush does but with more control. The find edges filter paints the edges of color areas with black and everything goes white so it looks like a line drawing. If you blend this layer with the ones below it using the multiply mode, it will give distinct edges so the image is sharper. I use it a lot.
