Bear in mind that the scale is designed for 100 to be the average and is re-normed periodically. 99 is not "low" at all. It is extremely amusing that the turning point is right at the mid-point.
the other funny part is that the iq of mississippi isn't much above the level that is considered mentally retarded - 80...in fact 85 is in the bottom 16% of the population...
